FRANCE. The LISA for the 73rd Philapostel General Assembly in Arzon

Following Longeville-sur-Mer (see article), PHILAPOSTEL convened the 2025 general assembly in Arzon, in the department of Morbihan in Brittany, again on the Atlantic coast.

The 73rd assembly was held from March 27th to 30th 2025, coinciding with the Salon Philatélique de Printemps de Paris (article), at the village-vacances Azureva in Kerjouanno/Arzon.
The event, organised in collaboration with the PHILAPOSTEL Bretagne regional section, included a philatelic exhibition and a “mail art” competition. The assembly brought together a hundred participants, representing PHILAPOSTEL’s 25 regional, departmental and thematic associations.

As in previous years, the organisers requested Philaposte to issue a commemorative vignette LISA, as well as two personalised self-adhesive stamps and a special postmark.

The LISA is a composition by the Breton artist Pierre-André Cousin depicting the GR34 coastal path and a sailing boat with the Breton heraldic ermine/stoat on it’s sail, at the entrance to the Golfe de Morbihan.

Arzon is situated at the tip of the Presqu’île de Rhuys, a wonderfully natural location between the Atlantic Ocean and the Golfe du Morbihan. It has two ports, Port-Navalo, a former fishing port, and Port du Crouesty, the largest marina in Brittany. The GR34 or customs officers’ path runs along the entire Brittany coast for more than 2000 km.

The organisers had planned to set up a temporary post office on Friday 28th and Saturday 29th in one of the halls of the resort, where participants and visitors would be able to purchase the convention souvenirs, vignettes LISA and postmark their postal and philatelic items.

An IER NABANCO postal kiosk was moved to Arzon but, as in Paris the day before (article), the La Poste technician was unable to get the equipment up and running.

PHILAPOSTEL had issued the necessary stamps and philatelic souvenirs to its members a few days before the assembly, at an IER NAT kiosk with the ‘philatelic’ programme installed at the Vannes main office, capital of the department. But visitors arriving in Arzon – some having travelled hundreds if not thousands of kilometres to get the new issue – found the kiosk installed at the assembly not to be working …

Eventually, thanks to the efforts of the PHILAPOSTEL president, it was possible to organise a special issue on Friday, for several hours, at the postal kiosk in operation at the nearby post office in Sarzeau.

The La Poste technician present in Arzon quite rightly went to the Sarzeau post office, set up the IER NAT kiosk there with the ‘philatelic’ programme, and replaced the roll of labels with the definitive design with the special issue.

Pierre-André Cousin also designed the commemorative cover and postcard produced by the organisation, as well as the special postmark and the two personalised stamps, which were also available as a ‘collector’ or presentation pack containing four stamps.
